Reconciliations Supervisor

NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.DOF's Treasury and Payment Services Division is responsible for overseeing all City payment websites, the payment processing of tax returns, property recording forms, parking violation programs, and the collection of delinquent accounts, and oversees the agencys management of the Citys cash balances and its relationships with banking institutions. Treasury and Payment Services is also responsible for collecting outstanding violations issued by City agencies and adjudicated by the Environmental Control Board.The Treasury Division is responsible for managing City cash flows of over $135 billion annually, funding approximately $35 billion of City payrolls and over $77 billion of annual vendor payments, securing and managing collateral for over 4,450 City bank account balances, maintaining relationships with 29 City of New York-designated banks, serving as the fiduciary of approximately $195 million in court funds, and providing administrative support to the New York City Banking Commission.The Reconciliations Unit consolidates DOF's reconciliation activities that had been occurring across multiple divisions, within the agency. The unit is responsible for reconciling most of DOF's bank accounts with FMS, vendor payment systems, and agency source systems. The Reconciliation Unit seeks a seeks a dynamic, motivated detail-oriented individual, to serve as a Reconciliations Supervisor. The ideal candidate will lead the Reconciliation Units operational team by supervising multiple Reconciliation Specialists who manage complex, high-risk bank to book reconciliations across DOFs payment and banking ecosystem. Reporting to the Director of Reconciliations, the selected candidates duties and responsibilities will include, but are not limited to the following:- Serve as the deputy lead for DOFs centralized reconciliation function; oversee daily operations, ensure the accuracy and integrity of City revenue recording, and strengthen internal controls across DOFs payment, banking, and financial management systems.- Manage a team responsible for reconciling bank accounts with FMS3, vendor systems, and agency source systems, and serve as a key liaison to internal and external partners.- Supervise multiple Reconciliation Specialists; set priorities, manage workload distribution, and ensure timely completion of reconciliations.- Actively participate in complex reconciliations, exception research, and issue resolution; model a roll up the sleeve's leadership style.- Oversee daily/weekly/monthly reconciliations across a portfolio of complex bank accounts; ensure accuracy, completeness, and compliance with Comptroller directives.- Demonstrate mastery of MS Office (Excel, Access, Word, PowerPoint, Visio); produce dashboards, workflows, presentations, and analytical reports.- Guide staff through exception research, vendor/bank escalations, and root cause analysis. - Prepare management reports for DOF senior leadership, Comptrollers Office, OMB, and Treasury leadership.- Serve as liaison between DOF divisions, City agencies, banks, payment vendors, and technology partners.- Lead unit participation in year-end closing activities, ensuring compliance with Comptrollers Directives.- Identify opportunities for automation, standardization, and workflow optimization; support system integration initiatives.- Coach staff with varying technical aptitudes; develop training materials and Standard Operating Procedure (SOP).Additional Information:In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification document form upon hire.This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program agreed between the City and the Collective Bargaining Unit representing employees serving in the civil service title.
Requirements
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or 2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
